Purpose of the role:
To contribute to the securing of new business by working closely with our clients and their professional teams, also to work with our supply chain and technical departments to identify alternative products, approaches and innovative techniques that will meet with the clients requirements.
The successful candidate will also make use of internally produced cost planning data to set targets and to monitor the development of the bid price.
Prepare analytical estimates for the full cost of the service to be undertaken, which reflects the employers requirements, programme, methodology and risk associated with delivery of the service.
Main Responsibilities:
Business Procurement
Contribute to the development and implementation of win strategy for each bid.
Prepare if applicable a pre-design for tendering purpose
With the use of our estimating software; prepare the financial submission of the bid by analytical estimate of the cost of the service we are to undertake.
Access all available expertise within the operational groups in preparation of cost-plans and bids.
Participate in the preparation of the tender risk register, ensures that bids incorporate the arrangements for managing risk and evaluates the Tender Risk Allowance Schedule for residual risk.
Ensure that bid is prepared in accordance with mandatory and advisory procedures.
Prepare all financial summaries and reports for tender settlement review.
Commercial
Make use of benchmark data to set targets for the bid figure.
Negotiate with the supply chain to set elemental targets for their sections of the bid to ensure the overall bid figure is secured and ensure these targets are realised.
Understand those parts of the project that bring value to the Clients business, be able to suggest alternative approaches that may enhance that value.
Understand contractual, commercial and legal processes relating to contracts and ensures in conjunction with Commercial Managers so that our position is protected.
Ensure that financial submission of bid is structured to optimise cash flow and opportunity.
I.T.
Effectively use corporately approved estimating software packages in preparation of cost-plans and bids.
Proficient in development of bespoke spreadsheet (Excel) to support the cost-plan/bid preparation process.
People Relationships
Is able to work effectively as a member of a team of professionals and can express and communicate requirements for the input of others into the financial bid preparation process.
Possess good presentation skills and the ability to present the cost-plan/bid to Senior Managers.
Supply Chain
Understand the principles of supply chain management, maintain relationships with and work with partners to bring the maximum of their expertise to the project to enhance value.
Manage, advise and monitor supply chain usage and effectiveness.
Key Experience
It is expected that candidates will have a suitable qualification and have gained a good level of experience of the construction industry preferably in health, education, retail, and commercial sectors.
The successful candidate will be able to demonstrate a willingness and ability to adopt a proactive position in identification of alternative approaches to improve the likelihood of a successful bid and margin enhancement and to use own initiative to follow up these agreed strategies. Be able to engage with suppliers to negotiate an acceptable position.
Candidates must have excellent numeracy skills and the ability to think analytically. They must be able to demonstrate an ability to work harmoniously within a team of professionally qualified people and perform effectively and efficiently when working to demanding timescales which may involve working on more than one tender at particular times. They must have drive and conviction, inspire confidence, and bring their own knowledge and that of others together to the benefit of the cost-plan/bid preparation process.
